First up, you gotta make sure you've built yourself a Weapon Workshop, that's step one. Once that's up and running, tap on it and head over to the 'Craft' section. Here's where those blueprints you've been hoarding come into play. Select the blueprint for the weapon you wanna make, and if you've got the necessary junk and caps, hit 'Craft'. Sit back and wait for your Dwellers to hammer away and voila, you've got yourself a brand-new weapon!
Honestly, I never craft. Just explore the wasteland and you'll find plenty of good weapons.
