Custom matches? They're as rare as a unicorn in PUBG Xbox. Most players can't create them without special access.

Got a custom match access key? Awesome! Now just head to the 'Custom Match' tab from the main menu, click 'Create', and set up your game the way you want.

I've personally hosted custom matches on PUBG Xbox! You need to receive a custom match key from PUBG Corp. Once you have that, go to the 'Custom Match' tab and customize your game.
