Currently, you can't directly create or upload decals on Roblox Mobile. You'd need to use a PC or Mac to upload your decal to Roblox.

You can't create decals on mobile, only on PC. But you can view and use them in your mobile games once uploaded!
I tried making decals on mobile, but it's a no-go. You'll need a PC or Mac for that task.
