To make a Heart Rose in Merge Dragons, you gotta merge three Life Flowers of any level. Keep merging Life Flowers until you hit the Glowing Life Flower stage. Once there, keep on merging through the life flower chain until you reach the Brilliant Life Flower level, and with some more merging, you'll finally get your hands on a Heart Rose. It's a bit of a journey, but totally worth it for that sweet, sweet heart-shaped flora!
