To create a public server in Roblox, go to your game settings and set 'Private Servers' to 'Off' and set the game to 'Public'. Now anyone can join!

I've done this a bunch. Go to 'Develop' on Roblox, click on your game, and set 'Access' to 'Public'. Bam, you're done!
