As of now, you can't directly create decals on Roblox mobile. You'll need to use a PC or Mac to upload decals. But once uploaded, you can view and use them on mobile!

Unfortunately, Roblox mobile doesn't support creating decals directly. You gotta hop on a computer for that part.

From my experience, you can only upload decals using the Roblox website on a computer. After that, you can use them on mobile.
