To create fog in Roblox Studio, open the Lighting service in Explorer, then adjust the FogEnd and FogStart properties to set the distance at which the fog begins and ends.

From experience, I found the best fog effect by setting FogStart around 100 and FogEnd at 1000. Play around with it until it looks right.
