Honestly, creating hats isn't for the faint-hearted. Just stick to buying them.
Just use Blender to design your hat, then import it into Roblox Studio. After that, you can mess around with textures and publish it!
I made a hat once! You need Blender for modeling and Roblox Studio for scripting. It's a bit of a learning curve, but super satisfying when you see your creation in-game!
