Honestly, just mine ice directly in snowy biomes. Silk touch helps, but who needs fancy tools?
Just craft some packed ice by combining 9 ice blocks at a crafting table. Happy crafting!
From personal experience, I always found the easiest way was finding a snow biome and stocking up on ice with a silk touch enchanted pickaxe. Works like a charm!
