Gym creation isn't a player feature in Pokemon GO. Look for existing gyms or suggest new Pokestops near you!
Unfortunately, you can't create a gym in Pokemon GO. But you can suggest new Pokestops which might later be converted into gyms!
Like, you can't create one. Only Niantic can place gyms. Try submitting a Pokestop request instead!
