To create a surface Mushroom Biome in Terraria, you gotta get your hands on some Mushroom Grass Seeds first. You can get these by chopping down glowing mushrooms in an underground Mushroom Biome. Once you've got the seeds, choose a spot on the surface and start planting them on Mud Blocks. Remember, the more the merrier, 'cause you'll need to cover a decent-sized area to actually turn it into a biome.
