It's pretty simple! During a block, press Forward and two Medium attack buttons at the same time (Medium Punch + Medium Kick).
When you're blocking, just hit forward and the MP+MK buttons together. Your character will switch out and counter-attack!
Just press forward and both medium attacks while blocking! Easy peasy.
All you gotta do is block, then quickly press Forward + Heavy Punch + Heavy Kick. Boom, instant counter-attack!
