Go to the vehicle customization area, which is the same spot where you customize cars. Helicopters have fewer options, but you can still change the paint and add some cool decals.
Quick tip: You can't customize helicopters as extensively as cars, but you can definitely get some sweet paint jobs and decals on them!
I customized my helicopter by flying to the paint shop in the city. Changed the color to neon green and added some awesome decals! Just fly it into the shop like you would a car.
