Sadly, you can't officially customize cop cars in GTA 5 like you can with regular vehicles. The game doesn't allow you to mod police vehicles in Los Santos Customs or any other in-game mod shop. But, if you're on PC, there's a workaround with mods! There are tons of modding communities out there that have created mods allowing you to customize almost everything in the game, including cop cars. Just make sure you're only doing this in single-player mode to avoid any bans if you're playing online.
I once modded my cop car to have neon lights and a turbo boost. Felt like I was in a Fast and Furious movie, racing through Los Santos. Not officially supported, but with mods, pretty much anything's possible in GTA V if you're on PC. Just remember to keep it to single-player.
