First, get your image ready by making sure it's a .jpg or .png and is 256x256 pixels or smaller. Then, use a tool like VTFEdit to convert it into a .vtf file. Finally, put the .vtf and .vmt files in the 'team fortress 2/tf/materials/vgui/logos/custom' folder. Easy peasy!
