1. Sign in at account.microsoft.com, 2. Go to 'Services & subscriptions', 3. Find Xbox Live and select 'Manage', 4. Choose 'Cancel' and follow the prompts.

You can't directly deactivate an Xbox Live account, but you can cancel your subscription and remove payment methods. Just head over to account.microsoft.com and follow the steps under 'Services & subscriptions'.

Deleting an Xbox Live account isn't possible without closing your entire Microsoft account. If that's what you want, go to account.microsoft.com, then 'Your info', and then 'Close your account'. Keep in mind this deletes all associated services like Outlook and OneDrive too.
