Head over to Sony's support page and use the Live Chat option. They'll help you out with deactivating the account from their end.

You can deactivate your PS3 account without the system by using the PlayStation website. Log in to your account, go to the 'Device Management' section, and select 'Deactivate All Devices'. This will deactivate your account on all associated consoles.
