You can deactivate your PS4 primary account without access to the system by logging into your PlayStation account on a web browser. Go to 'Account Management' and select 'Account & Security' > 'Device Management' > 'PlayStation Consoles' > 'Deactivate All Devices.' Keep in mind, you can only do this once every 6 months.

From personal experience, hopping onto the PlayStation website and using the 'Deactivate All Devices' option works like a charm. Did it last month without issues!
