You can't actually decline event quests in The Sims FreePlay, but you can just ignore them. They won't affect your regular gameplay.

Try ignoring the quests! The game doesn't force you to complete them, so just focus on what you enjoy.

Event quests in The Sims FreePlay can't be declined, but skipping them won't have any negative effects on your game. Just carry on with your Sims' lives!
