Easiest way? Use the Habitat Builder and select 'Deconstruct'! But, if it's holding something up, you'll need to remove that first.

To deconstruct a foundation in Subnautica, equip your Habitat Builder, right-click on the foundation, and select the 'Deconstruct' option. Make sure the foundation is not supporting any structures or it won't work!

I once had to deconstruct a foundation to move my base. Just point the Habitat Builder at it and hold 'Deconstruct.' So simple!

You need the Habitat Builder tool to deconstruct foundations. Just whip it out, aim at the foundation, and hold the 'Deconstruct' button.
