To deconstruct an outpost in Starfield, you need to access the build mode by interacting with the outpost beacon and then select the structures or items you want to dismantle. Select the object and choose the 'Scrap' or 'Remove' option. Easy peasy!
Having done it many times myself, just enter build mode at the outpost, highlight the unwanted structure, and hit 'Scrap'. Simple and it gets easier with practice.
Just don't build a bad outpost in the first place. Problem solved.
