To beat Giovanni, you need a strong team of counters. Typically, fighting-types like Lucario or Machamp can handle Persian, and then water or electric-types like Kyogre or Raikou can take down his second slot (which varies). Finally, having a ground or dragon-type like Garchomp or Rhyperior should deal with his Shadow Legendary.
Just use Lucario, Kyogre, and Rhyperior. Works every time.
Trust me, bring a Machamp for Persian, Kyogre or Raikou for the second Pokémon, and finish Giovanni off with a good Garchomp or Mamoswine for the shadow legendary.
Use Machamp to beat his Persian. Then, counter the second Pokémon (which changes) with the appropriate type. Finish strong against his shadow legendary with a ground or dragon-type!
