In my experience, using characters with strong anti-air moves like Sub-Zero's slide or Scorpion's spear can really help against Shang Tsung's teleports.
Focus on zoning him out with projectiles and keeping your distance. Shang Tsung tends to rely on getting in close, so maintaining range can throw off his rhythm.
