Honestly, just spam teleport moves if your character has them. Shao Kahn hates teleporters!
Just use Scorpion and spam his spear move. 'Get over here!' - works like a charm. Trust me, I've done it a dozen times.
I've beaten Shao Kahn by using hit-and-run tactics. Attack, then back off quickly, and repeat. Don't try to go toe-to-toe with him!
