You have to reach out to Sony through their support page. They’ll help you nuke that account!

You can’t do it yourself through the console settings. Only PlayStation Support can permanently delete a PSN account.

I had to delete mine last year; just contact PlayStation Support, and they’ll take care of it. It’s pretty straightforward!
