Open the Pokemon GO app, navigate to settings, and then scroll down to the 'Help Center' link. From there, you can submit a request to have your account deleted. It ain't easy but it's possible!
Just head over to the Niantic Help Center online, sign in, and request account deletion. Easy peasy!
From personal experience, you need to contact Niantic directly through their Help Center to delete your account. It took me a while, but they eventually got it done!
