From my own experience, after deactivating, you'll get an email confirmation from Facebook. Just follow those steps and you're good to go!
To delete your Facebook ad account, go to the Facebook Ads Manager, select the ad account you want to close, click on 'Settings' and then 'Deactivate Ad Account'. Make sure you've paid off any outstanding balances first!
