You can't delete your Instagram account directly from the app. Go to Instagram's Delete Your Account page from a mobile browser, log in, and follow the instructions.
Deleting the app won't delete your account, just an FYI. You'll need to visit the account deletion page on a browser to make it official.
From personal experience, it's easier to use a desktop browser to delete your account. But if you're on your iPhone, use Safari to access the deletion page.
