You have to contact Sony's customer support to delete your PSN account. There's no direct way to do it online. Just be prepared to provide them with some account details to confirm your identity.

I went through this process last year. You need to contact PlayStation Support directly via their website or call them. It took about a week for them to completely remove my account, but they were pretty helpful throughout.
