I had to do this last year. You gotta contact PlayStation Support and request them to delete the account. Prepare to answer some verification questions!

You can't directly delete a PS3 account from the console itself. You need to do it via the PlayStation Network website. Just log in, go to account settings, and look for the option to deactivate your account!
