From personal experience, you can't technically 'delete' a Sim, but you can send them to the Retirement Home through 'Free the Sims' or 'Move Out' options.

It's easy-peasy! Just tap on the Sim you want to delete, click on the red circle icon, and confirm the deletion. Bye-bye, Sim!
You can't delete sims, just retire them.
