Head to C:\Users\[YourUsername]\AppData\Local\UNDERTALE and nuke everything in there. Then disable Steam Cloud just to be safe.

To delete your Undertale save data on Steam, just go to the game's properties, disable Steam Cloud synchronization, then manually delete the save files located in C:\Users\[YourUsername]\AppData\Local\UNDERTALE.
