To deploy Air Support Charges, you'll need a Landing Craft with the Air Support ability. Equip it in your Gear Wheel and hit the corresponding hotkey in missions. Boom, aerial support on the way!

Just get the Air Support Charges blueprint, build them in Foundry, and assign them to your Gear slot. Easy peasy!
