From personal experience, open the base management menu, select the outpost, and choose 'abandon outpost.' It's a quick way to free up a slot for a better location!
Just go to your base screen, pick the outpost you wanna get rid of, and hit 'abandon outpost'. You're all set!
Base menu > select outpost > abandon. Easy as zombie pie!
