Disabling cloud save in Steam is pretty straightforward. Right-click on the game in your Steam Library, go to 'Properties,' then click on the 'Updates' tab. You'll see a checkbox for 'Enable Steam Cloud synchronization for [game name].' Just uncheck that box, and you're all set to stop cloud saves for that particular game!

Just uncheck the box in game properties. It's under the 'Updates' tab. Easiest thing ever!
