Just press the little mute button under the PS button on the controller. The orange light means the mic is off!

Go to Settings > Sound > Microphone and switch Input Device to 'Microphone on Controller.' Then set Microphone Status When Logged In to 'Mute.'

Pro tip: Use Mute Shortcut! Hold the PlayStation button, select Sound, then turn off the mic from there. Works like a charm!
