Easy peasy! Just go to Settings > Gaming > Xbox Game Bar. Toggle the switch off, and you're done!

From personal experience, it's a quick fix: Settings > Gaming > Xbox Game Bar > Toggle off. No more pesky Game Bar pop-ups!
