To dismiss Chop in GTA 5, all you gotta do is walk away from him a fair distance. He'll eventually get the hint and wander off back home. If you're at Franklin's house, just walk him into the backyard and he'll chill there.

Just walk away from him, literally. Chop's a smart doggo; he knows when it's time to skedaddle back to the doghouse. If you're looking for a 'Dismiss' button, sorry pal, GTA doesn't roll that way.
Short answer? You can't actively dismiss Chop like sending a Pokemon back to its Pokeball. But give the dog some space, and he'll go do his own thing.
Pro tip: If you want Chop out of your hair, just start a mission. Most of the time, Chop can't tag along for those, so it's an instant 'bye-bye' for him.
