As a veteran SF player, I recommend practicing just holding back or down first—like marinating a good steak—and then complete the motion. It takes a bit, but you'll get faster.

To do charge attacks in Street Fighter 5, you need to hold back or down on the control for about 2 seconds, then quickly move the control forward or up and press the appropriate punch or kick button. Timing is key!
