In Dragon Ball Xenoverse 2, you can unlock the Fusion Dance skill by completing Parallel Quest 92. Equip it to the characters you want to fuse and trigger it during battle!

First things first, you can only perform fusion in Dragon Ball Xenoverse 2, not the first Xenoverse. To do it, you need to use the 'Future Warrior' character creation or obtain specific fusion skills depending on the characters you want to fuse.
