First things first, you can only perform fusion in Dragon Ball Xenoverse 2, not the first Xenoverse. To do it, you need to use the 'Future Warrior' character creation or obtain specific fusion skills depending on the characters you want to fuse.
Fusion is awesome but remember, it's only available in Xenoverse 2. If you're not seeing it, you're probably playing the wrong game!
To fuse in Xenoverse 2, make sure you have the right characters and skills unlocked. No shortcuts, just gotta work for it!
