So, to do legendary missions in The Division 2, you need to be at least World Tier 5 and have some solid gear. Get a good team together and communicate! Trust me, this is not solo-friendly territory.
Make sure you're in World Tier 5, then grab your strongest gear and a few friends. Also, prepare to die. A lot.
