Build a long ramp, attach a jet or thrusters to your boat, and aim for the target platform across the water. Full throttle, and you're good!
Speaking from experience, building a sturdy ramp and adding plenty of thrusters to your boat does the trick. Make sure to align it properly to avoid missing the platform!
