Just do Down, Up, Up, Triangle (or Y on Xbox) while you're about a jump away from your opponent. It's called 'Toasty!' because it burns!

From my experience, if you press Down-Up-Up-Triangle (Y on Xbox) while standing at jump distance, you'll make Scorpion serve 'Toasty!'
