For most characters, you can perform special moves by combining directional inputs with specific button presses – check your character's move list in the pause menu for exact combos.
Quick tip: different characters have different special moves. Scorpion's spear and Sub-Zero's ice ball aren't gonna come out with the same buttons.
Honestly, the best way is to just practice. Go into Training Mode and experiment with different combos – muscle memory is key.
