How to Do Street Fighter Specials on Keyboard
To pull off specials on a keyboard, you'll wanna map your keys to mimic the traditional fight stick layout. For example, use WASD for movement and JKL and UIO for punches and kicks. Practice the classic quarter-circle forward (down, down-right, right) or charge moves with these keys!

I play SFV on my laptop all the time! For Ryu鈥檚 Hadouken, press S (down), D (down-right), then F (right) followed by a punch key like J. Easy peasy once you get the hang of it.
Set up your keyboard so that the movement keys are WASD, and punches/kicks are H, J, K and L. Practice doing the quarter-circle and charge motions with these binds.
Honestly, just get a controller. Keyboards are a nightmare for complex combos.
Just bind your keys comfortably and learn to do the quarter-circle forward and backward with the keys you have. It's all about practice and muscle memory!
