Tai Chi is unlocked once you've built the Promotions R Us store. Purchase the Tai Chi mat from there, place it in your Sim's house, and start the Tai Chi hobby.
Drag out the Tai Chi mat, have your Sim use it. Done.
I'm doing Tai Chi with my Sims right now! Make sure to get the mat from Promotions R Us store, place it somewhere in the house, and you're good to go!
