The Core puzzle in Undertale can be tricky! For the lower steam puzzle, push all the buttons in the lower-left. For the upper steam puzzle, push all the buttons except for the one in the bottom-right corner. You'll get through in no time!
If you're stuck on The Core's steam valve puzzle, try hitting the switches in this order: lower-left first, then hit every button but the bottom-right one in the upper section. Worked for me!
Honestly, just use trial and error. That's what I did. You'll solve it eventually.
