You gotta use Ryu and do a quarter-circle forward + punch, but only if your super gauge is maxed out for the flame effect!

To pull off the flaming Hadouken in Street Fighter 2, pick Ryu and execute the regular Hadouken (Down, Down-Forward, Forward + Punch) while ensuring your Super Gauge is full. Boom, fireball away!
