First, you gotta be at least Mastery Rank 2. After that, talk to Nakak in Cetus for a special mask. Head to the Plains of Eidolon at night, equip the mask, and follow the blue lights to complete the quest.

To start the Revenant quest, you'll need to visit Nakak in Cetus. She's got a mask for you, and she even throws in some spooky lore.
