You gotta finish building your Neptune Escape Rocket first. Then, when you’re about to take off, you can pack and send the Time Capsule.
In my experience, crafting the perfect message and items for a Time Capsule is as rewarding as finding one! You’ll need to complete the Neptune rocket and fill the capsule before you launch.
Just make the Neptune escape rocket, get to the Launch Platform, and assemble your Time Capsule before you leave the planet. Easy peasy!
Time capsules are only available when you're about to leave the planet. Fill it with items and a message before launching the rocket.
